The notion of concurrent signatures was introduced by Chen et al. to provide an efficient way to exchange fairly the digital signatures among parties. In the traditional initial-matcher scheme, the generation and publication of keystone is done by the initial user of session, while the matchers have no power to control the keystone and thus makes the signature not fair. In this paper, we present a scheme that makes sure that keystones are generated by the cooperation of all users, therefore, fairness will be guaranteed since users have the equal powers to control keystones. And, each user can independently run the verify algorithm without any information of keystones which provides a better privacy to the signers. Moreover, our scheme is practical and efficient according to compu-tational costs, signature size and security assumptions.
